Vintage/Antique? Asian Scrimshaw Mystery Jar/Bottle? Incense Holder?

This is a multiple mystery item.   First - what is it?  Second - what is it made of?  Vintage/Antique?  Asian Scrimshaw Mystery Jar/Bottle? Incense Holder?  It appears to be made to hold something inside.  One of the ends may come off but I have not tried to remove them.  It is etched (scrimshaw?) with rats and peanuts.  One end is vented on the sides and both ends have what appears to be birds.  I have shown this to many people and no one has a clue.  It came from an old estate where the collector had amassed a lot of Asian themed items.  If anyone really knows what this is let me know! LOL
